Ill. nuclear plant shuts after 'unusual incident'

A nuclear reactor at a northern Illinois plant shut down after losing power, and steam was being vented to reduce pressure, according to officials from Exelon Nuclear and federal regulators.

Unit 2 at Byron Generating Station, about 95 miles northwest of Chicago, shut down at 10:18 a.m. Monday, after losing power, Exelon officials said. Diesel generators began supplying power to the plant, and operators began releasing steam to cool the reactor from the part of the plant where turbines are producing electricity, not from within the nuclear reactor itself, officials said.

The steam contains low levels of tritium, a radioactive form of hydrogen, but federal and plant officials insisted the levels were safe for workers and the public.

'Not a health concern'
The U.S. Nuclear Regulatory Commission declared the incident an "unusual event," the lowest of four levels of emergency. Commission officials also said the release of tritium was expected.

A spokesman for Exelon told WREX that steam was "not a health concern for our employees who are walking outside ... or anybody in the local community."

"All of our systems have operated," the spokesman added. "The safety systems worked as expected."

Exelon Nuclear officials believe a failed piece of equipment at a switchyard caused the shutdown but were still investigating an exact cause. The switchyard is similar to a large substation that delivers power to the plant from the electrical grid and from the plant to the electrical grid. Smoke was seen from an onsite station transformer, Nuclear Regulatory Commission spokeswoman Viktoria Mitlyng said, but no evidence of a fire was found when the plant's fire brigade responded.

Mitlyng said officials can't yet calculate how much tritium is being released. They know the amounts are small because monitors around the plant aren't showing increased levels of radiation, she said.

Tritium molecules are so microscopic that small amounts are able to pass from radioactive steam that originates in the reactor through tubing and into the water used to cool turbines and other equipment outside the reactor, Mitlyng said. The steam that was being released was coming from the turbine side.

Interactive: Aging nuclear plants (on this page)

Tritium is relatively short-lived and penetrates the body weakly through the air compared to other radioactive contaminants.

Releasing steam helps "take away some of that energy still being produced by nuclear reaction but that doesn't have anywhere to go now." Even though the turbine is not turning to produce electricity, she said, "you still need to cool the equipment."

Candace Humphrey, Ogle County's emergency management coordinator, said county officials were notified of the incident as soon as it happened and that public safety was never in danger.

"It was standard procedure that they would notify county officials," she said. "There is always concern. But, it never crossed my mind that there was any danger to the people of Ogle County."

Unit 1 was operating normally while engineers investigate why Unit 2 lost power, which comes into the plant from the outside power grid, Mitlyng said. She said Nuclear Regulatory Commission inspectors were in the control room at Byron and in constant contact with the agency's incident response center in Lisle, Illinois.

Man kidnapped in Nigeria says he wasn't tortured (AP)

BOWDON, Ga. ? The Georgia man who is now home safe after being kidnapped in Nigeria says he was on his way to a clinic in the African country when two men ambushed his car.

Greg Ock tells The Associated Press his car was idling in traffic in a remote town when the two men came out of nowhere. One gunned down his security guard and another forced him into a waiting vehicle that sped him away.

Ock was held in captivity for seven days before he was released Friday. He returned to Georgia on Sunday.

He said he was working as a contractor maintaining gas turbines and other equipment.

Ock says he was never tortured, but he was roughed up after trying to escape.

Ock, who is 50, said he didn't know if his company paid the $330,000 his captors demanded for his safe return.

Djokovic wins marathon match to set up Nadal final (AP)

MELBOURNE, Australia ? If anyone knows how Novak Djokovic feels after sweating and scrapping for almost five hours in the Australian Open semifinals, it's his next opponent ? Rafael Nadal.

A day after Nadal beat Roger Federer in four compelling sets, Djokovic dug deep to overcome Andy Murray 6-3, 3-6, 6-7 (4), 6-1, 7-5 on Friday night after 4 hours, 50 minutes.

Defending champion Djokovic will face Nadal in a third straight Grand Slam final on Sunday. It's a reversal from three years ago, when Nadal had to regroup after his own lengthy semifinal.

The Spaniard needed 5 hours, 14 minutes in 2009 to get past compatriot Fernando Verdasco in the longest men's singles match in the tournament's history. He was so exhausted, he didn't lift a racket the following day.

Yet when the final rolled around, he beat Federer ? who had an extra day to rest ? in five sets that reduced the usually composed Swiss player to tears.

Now a weary Djokovic has less than 48 hours to prepare to face Nadal, one of the most fit players in the game.

"I know that I maybe have a mental edge because I've won six finals. ... We played in 2011 and I've had lots of success against him," Djokovic said. "That's going to be my main priority and concern the next day and a half, to physically be able to perform my best and be ready to play five sets."

Djokovic won 10 titles in 2011, six of them by beating Nadal in finals. Just as Nadal has the mental edge over Federer, Djokovic has developed a hold over the Spaniard.

But the No. 1-ranked Djokovic has shown chinks in his armor at Melbourne Park this year. Against David Ferrer in the quarterfinals, he struggled to breathe through most of a straight-sets win and at one point, clutched his leg in agony.

Against Murray, he looked completely spent again when he hobbled gingerly back to his chair after dropping serve to go down 2-1 in the third set.

"He's done it many times before," Murray said. "He runs very well even when he's breathing heavy. I was ready for that. He was similar in the last match. But he moved fine."

Murray had his own slump when he lost the fourth set in 25 minutes ? an aberration in a match featuring long baseline rallies that quite often ended in errors.

One rally in the eighth game of the second set ended after 41 shots. The third set lasted nearly an hour and a half, with the opening game taking almost 15 minutes alone. There was one serve-volley point in the entire match, won by Murray.

The gap between the top-ranked player and the No. 4 was mostly indiscernible throughout a match featuring 18 breaks of serve and almost as many changes in momentum.

When a scampering Murray knocked a forehand into the net on the final point, Djokovic collapsed onto the court. He shared a warm hug with his old friend Murray, sank to his knees and did the sign of the cross, then turned to his players' box and thumped his chest.

Many of his 70 match wins in 2011 seemed to come easy ? this was anything but.

"Definitely one of the best (wins) under the circumstances," Djokovic said. "Time wise, I think this was one of the longest, if not the longest, that I've played in the later stages of a Grand Slam.

"As a tennis player, you practice hard every single day knowing that you will get an opportunity to be part of such a great match and on such a high level."

After losing the last two finals at the Australian Open, Murray went out a round earlier this time but left more encouraged than ever that he can break through and become the first British man to win a Grand Slam singles title since 1936.

"Tonight's match was important for many reasons," the 24-year-old Murray said. "Obviously I wanted to win first and foremost. But also sort of after last year, the year that Novak's had, I think there's a very fine line between being No. 1 in the world and being 3 or 4. I think that gap, I feel tonight I closed it.

"My job over the next two or three months is to surpass him and the guys in front of me."

After Victoria Azarenka and Maria Sharapova go for the women's title and the No. 1 ranking on Saturday, Djokovic will bid for his fifth major title in Sunday men's final, with the chance to become only the fifth man in the Open Era to win three straight Grand Slam titles.

If he can achieve that, Djokovic would make 10-time Grand Slam winner Nadal the first man since the Open Era began in 1968 to lose three straight major finals. Just like Nadal three years ago, Djokovic doesn't plan on doing much before Sunday's final.

"I think I had enough time spent on the court. Now it's all about recovery," said Djokovic, who has won 19 consecutive Grand Slam matches.

After a year in which almost everything went his way and he overtook Nadal and Federer for the No. 1 ranking, Djokovic is just finding out what it feels like to be the hunted rather than the hunter.

"I'm aware now that everyone wants to win the major title, get that No. 1 spot, he said. "It's normal. It's something I'm prepared for."

Qualcomm buys Pixtronix to make for better Mirasol displays?

Qualcomm's whipped out some flipping great wadges of cash in order to snap up Pixtronix for its PerfectLight MEMS-based display tech. It reportedly cost between $175 - $200 million and is expected to be merged into the company's super-low power Mirasol-based displays. Compared to the Kyobo eReader we played with at CES, PerfectLight has a wider viewing angle (170 degree), supports full speed video playback and much better RGB modulation. Depending on how successful the marriage is, it could spell the end of the final hurdles that have hampered the widespread adoption of the technology.

Nigeria police chief tarnished over 2001 violence (AP)

ABUJA, Nigeria ? Nigeria's president has selected a new officer to lead the nation's police as a radical Islamist sect increasingly targets the force, but that man already has a past tarnished by allegations he allowed religious and ethnic violence that killed 1,000 people to spiral out of control.

Mohammed D. Abubakar's first day in control of the Nigeria Police Force on Thursday came as authorities said unknown gunmen kidnapped a German working in the city of Kano, where the sect known as Boko Haram carried out an assault last week that killed at least 185 people.

Abubakar served as police commissioner in Plateau state in 2001, leading up to rioting that saw Muslim and Christian groups armed with machetes and firearms attack each other in the restive central Nigerian city of Jos. And while some victims burned to the death in the street, civil society groups said Abubakar refused to send officers out to stop the violence.

"The police commissioner kept saying everything was under control while the whole town was on fire," one local human rights activist told Human Rights Watch after the rioting.

Unrest in north Nigeria continued Thursday with the kidnapping of the German who worked for Dantata & Sawoe Construction Company Ltd. Local police spokesman Magaji Musa Majiya said two gunmen in a sedan abducted the man while he was at a construction site.

Telephone numbers advertised for the construction company did not work Thursday. The German Embassy in Abuja, Nigeria's capital, declined to comment.

Majiya said officers continue to investigate the abduction. No one claimed responsibility for the kidnapping, but it came after Boko Haram's coordinated attack last week in the city that saw police stations, immigration offices and the local headquarters of the secret police bombed.

Abubakar took over Thursday as inspector general of the Nigeria Police Force, an agency still roughly organized and as maligned as it was when the British colonial government created it in 1861. Today, more than a fourth of its officers serve as personal attendants and drivers to the oil-rich nation's elite, while others extort bribes from motorists at checkpoints.

Abubakar, who previously served as police commissioner in Lagos, found himself appointed to the position after President Goodluck Jonathan forced Inspector Gen. Hafiz Ringim to retire several months early Wednesday. Criticism had grown over Ringim's management after a series of attacks by the sect known as Boko Haram, including one that saw the force's headquarters bombed in June. The final straw appeared to be the sect's coordinated assault last week in the northern city of Kano that saw at least 185 people killed.

Yet in 2001, Abubakar served as the top police official for Jos as the city edged closer to violence. Civil rights activists accused the commissioner of ignoring warning signs and their messages asking him to mediate the growing turmoil. On Sept. 7, 2001, the city erupted in violence, pitting Christians against Muslims in violence that has repeated itself in years since.

The attacks killed about 1,000 people, Human Rights Watch said, violence that went unnoticed on the world stage as the Sept. 11 terror attack happened soon after. Some of the violence could have been averted by the police ? including one instance where officers turned away a Muslim man trying to find protection for a Christian later killed, Human Rights Watch said. Officers also did not deploy to stop attacks at the city's university.

Abubakar was transferred to Abia state in November 2001. A later report by Plateau state officials on the incident called for him to be fired from the federal police.

In a statement Wednesday announcing Ringim's ouster, the presidency described Abubakar's appointment "as a first step towards the comprehensive reorganization and repositioning of the Nigeria Police Force to make it more effective and capable of meeting emerging internal security challenges."

Presidential spokesman Reuben Abati told The Associated Press on Thursday that officials had no concerns over Abubakar's handling of the Jos riots, as he had proved himself over the last decade in other assignments.

"The man was in fact promoted, so that means that the indictment had no effect whatsoever," Abati said.

It remains unclear what effect Abubakar's leadership will have on police, though he has been lauded for his anti-robbery campaigns in the time since the 2001 Jos violence. Nigeria's police force remains under-equipped and unable to investigate major terror attacks like those carried out by Boko Haram.

Abubakar himself acknowledged Thursday the challenges facing him, but said his administration "will not tolerate any act of indiscipline."

"Crime and criminality, whatever name you give it whether it is Boko Haram or armed robbery, we shall fight crime in all its ramifications," he said.

Boko Haram wants to implement strict Shariah law and avenge the deaths of Muslims in communal violence across Nigeria, a multiethnic nation of more than 160 million people split largely into a Christian south and Muslim north. The group, whose name means "Western education is sacrilege" in the Hausa language of Nigeria's north, has now killed at least 262 people in 2012, more than half of the at least 510 people the sect killed in all of 2011, according to an Associated Press count.

Meanwhile, police in Kano said that a bomb blast hit a motor park Thursday in Sabon Gari, a largely Christian neighborhood. Majiya said the blast caused no injuries.

Huawei Ascend II (U.S. Cellular)

The original Huawei Ascend was a low-end, free-with-contract smartphone?released on a number of different carriers. It sold well because of its low price, but it wasn't a very good device. The Huawei Ascend II for U.S. Cellular addresses some of that phone's issues, but it's a case of too little, too late. The Ascend II won't cost you a dime, but you can get a much better phone if you're willing to spend some cash.

Design and Call Quality
Like a diet-version of the original, the Ascend II measures 4.6 by 2.4 by 0.5 inches (HWD) and weighs 4.1 ounces. It looks and feels nicer than the Ascend, clad all in black with a soft touch plastic back and a shiny plastic ring around the display. The display is the same 3.5-inch, 320-by-480-pixel capacitive touch screen as the last time around, which looks reasonably sharp and bright. There are four haptic feedback-enabled touch keys beneath it, and typing on the on-screen keyboard felt fine.

The Huawei Ascend II is a dual-band EVDO Rev A (850/1900 MHz) device with 802.11b/g/n Wi-Fi. In New York where we test, U.S. Cellular phones use Sprint's network. Signal reception was fine, and it connected to my WPA2-encrypted Wi-Fi network without a problem. It can also function as a mobile hotspot with the appropriate data plan.

Call quality was decent on the Ascend. Voices sound clear, but thin and a touch robotic. Calls made with the phone are easy to understand and feature good noise cancellation, but can sound a bit muffled. The speakerphone sounds fine and is loud enough to use outdoors. Calls sounded clear through a?Jawbone Era?Bluetooth headset ($129, 4.5 stars) and voice dialing worked fine. Battery life was on the shorter side of average at 5 hours, 8 minutes of talk time.

Android and Apps
The Ascend II runs Android 2.3.5 (Gingerbread). There's no word on whether it will receive an update to Android 4.0 (Ice Cream Sandwich), but we wouldn't hold out hope. Huawei has added some very limited customizations to the UI. Unfortunately, they give off a bargain bin vibe; Huawei would've fared better leaving well enough alone in this case.

There are five customizable home screens you can swipe between, which come preloaded with a number of useful apps and widgets, along with a bunch of nonremovable bloatware.

Everything is powered by a 600MHz Qualcomm S1 MSM7627 processor. This was standard for lower-end smartphones a year ago, but it's really starting to show its age. The Ascend II turned in some of the worst benchmarks we've seen for a device sporting these specs, and you can really feel that while using the phone. Most tasks felt sluggish, and it took longer to open and close apps than usual.

App-wise, you get Google Maps Navigation for free voice-enabled, turn-by-turn GPS directions, along with all that bloatware from U.S. Cellular. You should also be able to run most of the 300,000+ third-party apps in the Android Market, but again, be prepared to encounter stalls and crashes.

Multimedia, Camera, and Conclusions
The Ascend II has 146MB of internal memory, along with a 2GB microSD card; my 32GB and 64GB SanDisk cards worked fine as well. Thankfully, the phone has a standard 3.5mm headphone jack this time around, which makes it easy to find a pair of earbuds. Music tracks sounded fine over both wired earbuds and Altec Lansing BackBeat?Bluetooth headphones ($99.99, 3.5 stars). I was able to play AAC, MP3, OGG, and WAV files, but not FLAC or WMA.

Video playback is lackluster. I was able to watch movies at resolutions up to 800-by-480, but anything above 640-by-480 looked choppy. I could play H.264 and MP4 files, but not AVI, DivX, or Xvid.

The Ascend II's 5-megapixel camera lacks auto-focus and an LED flash. Test photos looked soft and dark, with muted color detail. The camera also records 640-by-480 video at 16 frames per second indoors and 19 outside.

The Huawei Ascend II isn't a terrible phone, it's just not a very good one. It's sluggish today; a year from now, it will probably feel glacial. If you're looking to score a smartphone on the cheap, you'll get a faster processor but slower Internet with the Samsung Repp?(Free, 3 stars). For $49.99 there's the LG Genesis?(3 stars), which gets you two higher-res displays, along with a physical QWERTY keyboard. But you'd do best to spend $100 and pick up the HTC Hero S?(3.5 stars), or $149.99 for the Motorola Electrify?(4.5 stars). Both phones feature faster processors, sharper displays, and better cameras than the Ascend II. The Electrify can even convert into a laptop PC with the proper accessories. And even better, in both cases you won't be itching to upgrade your phone in just a few months.?

HP Officejet Pro 8100 ePrinter

Whatever capabilities you associate with ink jet printers, odds are you're in for a surprise with the HP Officejet Pro 8100 ePrinter ($149.99 direct).? The one point that should match your expectations is the low initial cost.? Beyond that, it's faster than many inexpensive color lasers, offers better paper handling than many, and prints at a lower cost per page.? The combination makes it one of the few inkjets that can go head to head (or toe to toe) with a color laser and wind up as the better choice for a micro or small office or busy home office.? That's enough to make it an Editors' Choice as well.

The 8100 is basically the Editors' Choice HP Officejet Pro 8600 Plus e-All-in-One ($299.99 direct, 4.5 stars) without the MFP features.? More significantly, it's also directly competitive with the Editors' Choice Epson WorkForce Pro WP-4020 ($149.99 direct, 4.5 stars), with similar print speed and output quality.? The 8100 and WP-4020 are so close in capability, in fact, that we can't in all good conscience pick one as the definitively preferred choice over the other.? Both are equally impressive, and the best choice for you will depend on relatively minor issues.

The difference in paper handling is a good example.? Both printers come with a 250-sheet tray and built in duplexing, but the WP-4020 adds a second tray for another 80 sheets, giving it a higher capacity.? On the other hand the 8100 offers a second 250-sheet tray as an option ($79.99 direct), giving you the potential for a higher capacity still.? Which printer gets the nod for better paper handling depends on whether you need a second tray, and?if so?whether an 80-sheet tray will be sufficient. ?

Most other differences are similarly subtle.? The WP-2040 offers slightly better image quality, for example, while the 8100 offers slightly better speed.? In both cases, though, the key word is slightly.

Basics, Setup, and Speed
As you might guess from its paper capacity, the 8100 is pretty hefty for an inkjet, at 24.2 pounds.? Assuming you have enough flat space for its 19.5 by 18.9 inch footprint, however, setup is standard fare.? For my tests I connected it to a wired network and installed the drivers on a Windows Vista system.? You can also connect by WiFi?or USB of course.?

In addition, the printer supports Apple AirPrint for printing from iThings over WiFi and HP ePrint for printing through the cloud.? HP ePrint assigns the printer an email address so you can print from anywhere, and from any device with email, by sending it the documents to print as attachments to email messages.?

HP Officejet Pro 8100 ePrinter

Not too surprisingly, considering its relationship to the 8600 Plus, the 8100 turned in equally impressive, and nearly identical, results for speed.? I timed it on our business applications suite (using QualityLogic's hardware and software for timing) at 5.9 effective pages per minute (ppm).? That's tied with the 8600 Plus and also essentially tied with the Epson WP-4020 at 5.6 ppm. ?More notably, the 8100 is faster than the laser-class Editors' Choice Dell 1350cnw Color LED Printer ($299 direct, 4 stars), at 4.9 ppm.? It also did reasonably well for photo speed, averaging 55 seconds for a 4 by 6.

Output Quality and Other Issues
The 8100?s output quality isn't as impressive as its speed, but it's good enough across the board so that it doesn't lose any points for quality.? As with the 8600 Plus, the text is suitable for almost any business use, as long as you don't have an unusual need for small fonts.? The text is also water resistant, smudging very little when I rubbed it with a wet tissue.

Graphics quality is easily good enough for any internal business need.? I saw some slight banding in full-page graphics, but depending on your level of perfectionism, you might even consider it good enough for, say, PowerPoint handouts.? Photos were easily a match for what you'd expect from drugstore prints, making them more than good enough for any business need.?

One last important strong point is the low claimed running cost, at 1.6 cents per black and white page and 7.2 cents per color page.? That's a lot less expensive than most competitive ink jets or lasers.? It's also a match for the WP-4020 for black and white pages, and a half-cent savings per color page.

As should be obvious, if you're thinking about buying a low-end color laser, you should be seriously considering the HP Officejet Pro 8100 ePrinter?and also the Epson WP-4020?as alternatives.? Not only are both printers a lot cheaper to buy than comparable lasers, they're cheaper to run and faster too.? Between the two of them, you may find a feature in one or the other that makes it the better choice for your office, but they're so closely matched that most people could pick either one and not be disappointed.? Like the WP-4020, the HP Officejet Pro 8100 ePrinter is an impressive option for a small or micro office, and equally convincing as Editors' Choice.

New standard for vitamin D testing to ensure accurate test results

ScienceDaily (Jan. 25, 2012) ? At a time of increasing concern about low vitamin D levels in the world's population and increased use of blood tests for the vitamin, scientists are reporting development of a much-needed reference material to assure that measurements of vitamin D levels are accurate.

The report appears in ACS' journal Analytical Chemistry.

Karen Phinney and colleagues explain that medical research suggests vitamin D deficiency or insufficiency may be even more common than previously thought and a risk factor for more than just bone diseases. An estimated 50-75 percent of people in the U.S. may not have enough vitamin D in their bodies. Low levels of vitamin D have been linked to the development of several conditions, including rickets (soft and deformed bones), osteoporosis, some cancers, multiple sclerosis and Parkinson's disease. People can make their own vitamin D simply by rolling up their shirt sleeves and exposing their skin to sunlight. But for those cooped up in offices all day long, food and dietary supplements also can provide vitamin D. With this renewed interest in vitamin D, scientists need an accurate way to measure its levels in the blood. Measuring vitamin D itself doesn't work because it is rapidly changed into another form in the liver. That's why current methods detect levels of a vitamin D metabolite called 25(OH)D. However, the test methods don't always agree and produce different results. To help laboratories come up with consistent and accurate methods, the researchers developed a Standard Reference Material called SRM 972, the first certified reference material for the determination of the metabolite in human serum (a component of blood).

The researchers developed four versions of the standard, with different levels of the vitamin D metabolites 25(OH)D2 and 25(OH)D3 in human serum. They also determined the levels of 3-epi-25(OH)D in the adult human serum samples. Surprisingly, they found that this metabolite -- previously thought to only exist in the blood of infants -- was present in adult serum. "This reference material provides a mechanism to ensure measurement accuracy and comparability and represents a first step toward standardization of 25(OH)D measurements," say the researchers.

'Nonstick' pollutants may cut efficiency of vaccines in kids

Effects in children with the highest exposures suggest immunizations may fail to protect some from disease

Web edition : Tuesday, January 24th, 2012

Tiny concentrations of two common pollutants ? chemicals known as PFOA and PFOS ? in the blood may be linked to impaired immunity in children, a new study finds. In kids with the highest exposure to the chemicals, vaccinations can fail to trigger sufficient quantities of protective antibodies.

?We were shocked, to be frank, in the magnitude of the effect,? says study leader Philippe Grandjean, a physician at the Harvard School of Public Health in Boston. He and his European colleagues describe their findings in the Jan. 25 Journal of the American Medical Association.

The long-lived pollutants ? part of a class of chemicals called perfluorinated compounds, or PFCs ? have been generated over the years by the production of chemicals that impart nonstick and water- and stain-repellency to fabrics, cookware and more, including older formulations of treatments marketed under such trade names as Teflon and Scotchgard. Pervasive environmental contaminants, PFCs taint air, water and food.

For the new study, Grandjean?s group followed 587 children in Denmark?s Faroe Islands (about midway between Norway and Iceland) from before birth through age 7. The researchers measured PFCs in the blood of the kids? moms during pregnancy and in the children at ages 5 and 7. Blood concentrations of the chemicals, Grandjean points out, were in the same ballpark, if a bit lower, than those typically seen in Americans.

The Faroese youngsters received standard childhood immunizations, and their antibody responses to tetanus and diphtheria were measured as babies and before and after booster vaccinations at age 5.

Children with the highest perfluorinated pollutant exposures tended to exhibit a less robust response to the vaccines, both before and after their booster shots.

Among children in the top third of exposure to the chemicals PFOA, PFOS and a third related compound that goes by the nickname PFHxS, ?inadequate response to the vaccinations was particularly common,? Grandjean observes. When subpar responses occur ? antibody levels below 0.1 international units per milliliter ? ?we can?t rely on a vaccine as being effective,? he explains.

The findings mean the immune system is somehow deficient, Grandjean says, and they and raise questions about whether such deficiencies might also point to a heightened vulnerability to allergy, asthma and even, potentially, autoimmune disease.

Toxicologist Margie Peden-Adams of the University of Nevada, Las Vegas finds the new study impressive. "Those of us in the field will be excited to see it.?

The immune system is one of the most sensitive systems for toxicity, Peden-Adams says. In rodent tests, her team showed fetal and adult exposure to PFOA and PFOS diminish antibody production to foreign substances.

In cell-based studies, Emanuela Corsini of the University of Milan in Italy and her colleagues saw related problems and identified two different mechanisms for the apparent immunotoxicity of PFOA versus PFOS. Although primary PFC manufacturers have stopped using or are voluntarily phasing out both compounds, Corsini notes, she says these chemicals remain ?of toxicological concern due to their environmental persistence and potential to bioaccumulate through the food chain.?

Apple doubles iPhone sales in 1Q

(AP) ? After uncharacteristically tepid sales in the July-to-September quarter, Apple came back with a vengeance in last three months of 2011, vastly exceeding analyst estimates and setting new records.

Apple Inc. on Tuesday said it sold 37 million iPhones in the quarter, double the figure of the previous quarter and more than twice as many as it sold in last year's holiday quarter.

The result may make Apple the world's largest maker of smartphones. Samsung Electronics, which held that position for most of last year, has said it expects to report shipping about 35 million smartphones in the October to December quarter.

October saw the launch of the iPhone 4S, and the addition of Sprint Nextel Corp. as an iPhone carrier in the U.S.

Apple said net income in the fiscal first quarter was $13.06 billion, or $13.87 per share. That was up 118 percent from $6 billion, or $6.43 per share, a year ago.

Analysts polled by FactSet were expecting earnings of $10.04 per share for the latest quarter, Apple's fiscal first.

Revenue was $46.33 billion, up 73 percent from a year ago. Analysts were expecting $38.9 billion.

The Cupertino, Calif., company shipped 15.4 million iPads in the quarter, again more than doubling sales over the same quarter last year.

Apple shares rose $33.03, or 7.9 percent, to $453.53 in extended trading, after the release of the results.

Bio: Jessica was just a singer, on the Hawaiian island of Lanai at a local bar. The island was one of the smaller ones, and it was the least populated island of the group. There were only three to six towns on this island, but that's how Jess liked it. Quiet, not very populated, friendly neighbors, great views, great beaches. Her kind of place.

(So, that's my character, let's talk about rules
1: If you decide your character is bitten, the fellow survivor(s) will be able to kill off that character. (Simple rule of zombies)
2: Being scratched does not get you infected!
3: Be respectful (if your character is a jerk, that's fine. But still, respect the others, please. )
4: Have fun!! (#1 rule of any RP.)

The war on Iraq, and Afghanistan is still going on. A nuke, sent from Iraq, hits the center island of Molokai, sending large amounts of radiation across all of the islands. (The RP will start right before the nuke about, a day. So, we will not be massacring zambies just yet.)

Ok, this is something I'd like, but you don't have to do. (My first post in the RP will be a party.) I'd love to have some of you be Jess' friends.

So, that's it!

Here is my post:
Jessica, had gotten home, from a long day at work, and flopped down on the couch, greeted by her two golden retriever's, Nerf, and Mittens. Jess, lived in a comfy little place, it wasn't huge, but it was fit enough for two dogs, and a female. She had a patio, which is where her party would take place, and a nice front view of the ocean. She hated her job, but the pay was good, so she continued to do it. She had totally spaced the party she said she was throwing for New Year's Eve, for 2012. Luckily, she knew she would forget, and set a small alarm on her phone, warning her, she had about 30 minutes until the party. She quickly, told the dogs to fetch her their leashes, so she could go to the grocery store, and buy whatever she needed. All the stores let Nerf, and Mittens come in, because they were always so well behaved, and kind. Never once, had they growled at a stranger, never once, did they bite, scratch, or hurt someone, without the person doing something bad to them. Everyone, knew each other here, because her town, only had 3-500 people in it, for a tourist hot spot, that is extremely low. But, they were on the smallest island, and not a lot of people showed up there, unless they had family, or friends here. She grabbed her keys, leashed the dogs, and went outside. Ever since her husband's death, Mrs. Norris, had been sitting on her porch, all day. A lot of her neighbors, would help her out, and comfort her, by cooking her meals, massaging her, and just taking care of her. On this night, she seemed very excited for something.

"Hey, there, Mrs. Norris!" Jess said to Mrs. Norris.

"Oh, hello, dear!" Mrs. Norris replied.

"Beautiful night, am I right?" Jess asked.

"Oh, yes! Very beautiful!" Mrs Norris said, looking up at the sky, admiring the stars.

"Well, have a good one!" Jess said, as she started to walk away.

"Goodbye, Jess, dear!" Mrs. Norris hollered back.

Jess, picked up her groceries, said hello to a few people, and went back to her condo. "5 minutes 'till the party" she said to herself, and the dogs. She put up, what littls decorations she had, admiring them. She layed out the food, the snacks, and started the barbecue. Her party started at 8, it wasn't to far from most people dinner schedule, so it was perfect. She put the burgers, onto the grill, along with hot-dogs, and Brautwurts. She looked at her watch "any minute now" she said to herself.

Woman's body found on stricken Italian cruise ship

Seemingly minute shifts in the position of the cruise ship that partially sank in an Italian port is hampering the underwater search for 21 passengers and crew missing for more than a week. NBC's Michelle Kosinki reports from Giglio, Italy.

By NBC News and msnbc.com news services

Updated at 11:10 a.m. ET: GIGLIO, Italy -- Italian Coast Guard divers on Saturday found a woman's body in a corridor of a submerged section of the capsized Costa Concordia, raising to at least 12 the number of dead in the cruise liner accident.

Coast Guard Cmdr. Cosimo Nicastro told The Associated Press that the victim, who was wearing a life vest, was found during a particularly risky inspection of an evacuation staging point at the ship's rear.

"The corridor was very narrow, and the divers' lines risked snagging" on objects in the passageway, Nicastro said. To permit the coast guard divers to get into the area, Italian navy divers had preceded them, setting off charges to blast holes for easier entrance and exit, he said.

The woman's nationality and identity were not immediately known.

The body was brought to Giglio, the Tuscan island where the cruise liner hit a reef and ran aground on Jan. 14. Twenty people remain?missing.

DigitalGlobe

The Costa Concordia ran aground Jan. 13 off the coast of Italy, resulting in the evacuation of thousands of passengers as the ship began heavily listing.

Search and rescue efforts for survivors and bodies have meant that an operation to remove heavy fuel in the Concordia's tanks hasn't yet begun, although specialized equipment has been standing by for days.

On Saturday, light fuel, apparently from machinery aboard the capsized Costa Concordia, was detected near the ship.

But Nicastro said there was no indication that any of the nearly 500,000 gallons (2,200 metric tons) of heavy fuel oil has leaked from the ship's double-bottomed tanks. He said the leaked substance appears to be diesel, which is used to fuel rescue boats and dinghies and as a lubricant for ship machinery.

There are 185 tons of diesel and lubricants on board the crippled vessel, which is lying on its side just outside Giglio's port. Nicastro described the light fuel's presence in the sea as "very light, very superficial" and appearing to be under control.

NBC's Michelle Kosinski reports.

Updated at 9:30 a.m. ET:? The captain of the cruise ship Costa Concordia, which struck a rock and capsized off Italy, told magistrates he informed the ship's owners of the accident immediately, denying he had delayed raising the alarm, judicial sources said on Saturday.

Capt. Francesco Schettino has been blamed for causing the January 13 accident in which at least 11 people died. He is under house arrest, accused of multiple manslaughter, causing a shipwreck and abandoning ship before all passengers were evacuated.

His statements to prosecutors investigating the disaster, reported in the Italian press and confirmed by judicial sources, underline the growing battle between him and Costa Cruise Lines which operates the 114,500 ton vessel.?

According to transcripts of his questioning by prosecutors leaked to Italian media, he said that immediately after hitting the rock he sent two of his officers to the engine room to check on the state of the vessel.

As soon as he realized the scale of the damage, he called Roberto Ferrarini, marine operations director for Costa Cruises.

"I told him: I've got myself into a mess, there was contact with the seabed. I am telling you the truth, we passed under Giglio and there was an impact," Schettino said.

"I can't remember how many times I called him in the following hour and 15 minutes. In any case, I am certain that I informed Ferrarini about everything in real time," he said, adding he had asked the company to send tug boats and helicopters.

Costa Cruises Chief Executive Pier Luigi Foschi says Schettino delayed issuing the SOS and evacuation orders and gave false information to the company headquarters.

"Personally, I think he wasn't honest with us," Foschi told Corriere della Sera Friday. He said the first phone conversation between Schettino and Ferrarini took place 20 minutes after the ship hit the rock.

Published at 5:40 a.m. ET:
Divers resumed the search of the wreckage of the capsized Costa Concordia after data indicated the cruise ship had stabilized in the sea off Tuscany.

Italian coastguard spokesman Cosimo Nicastro told NBC News Saturday that the navy had punctured two holes in the carcass of the ship, which has been lying on its side near the port of Giglio island since shortly after it crashed into a reef on Jan. 13.

Divers were expected to search the area around bridge number four, an emergency meeting point near to where other bodies were found. They had been hoping to reach that area for days, NBC reported.

They are searching for bodies or survivors, although it is unlikely any of the missing in the accident could still be alive. The search was suspended on Friday after the Concordia shifted, prompting fears the ship could roll off a rocky ledge of sea bed and plunge deeper into the sea.

There are also fears the Concordia's fuel could leak, polluting pristine waters.

Morgan Stanley CEO to receive $10.5 million (Reuters)

(Reuters) ? Morgan Stanley (MS.N) Chief Executive James Gorman was awarded a $10.5 million bonus for 2011, down 25 percent from the previous year, according to a source familiar with the matter.

All of Gorman's bonus will be deferred for a period of two to three years, including a $5.1 million restricted stock award detailed in a filing with the U.S. Securities and Exchange Commission on Friday evening.

The lower bonuses with tighter restrictions reflect weak performance at Morgan Stanley in 2011, as capital markets reacted to the European sovereign debt crisis and a downgrade of the U.S. bond rating. Clients pulled back sharply on trading and investment banking activity, hurting profits across Wall Street.

Morgan Stanley lost money in two of four quarters and had difficulty meeting profitability targets that were earlier outlined by senior management. Its return on common equity - a key measurement of profitability - was a meager 3.9 percent from continuing operations for the full year.

Morgan Stanley, like other rivals including Goldman Sachs Group Inc (GS.N), responded to rough market conditions by cutting staff and salaries.

The bank capped cash bonuses at $125,000 for employees, an unusually low amount for a workforce accustomed to multi-million dollar paydays. In mid-December it announced plans to lay off 1,600 employees, which comes in addition to hundreds of underperforming financial advisers dismissed from its wealth management business earlier in the year.

Overall, Morgan Stanley paid out $16.4 billion worth of compensation and benefits in 2011, which translated into $264,996 per employee. The figures were higher than the previous year because of severance costs from recent layoffs, higher pay for financial advisers and an unusually large amount of deferred compensation from previous years that came due in 2011.

Gorman and other members of his operating committee have been given a 21 percent cut in bonuses collectively, all of which will be deferred, said the source familiar with top-level pay.

In Form 4 filings with the Securities and Exchange Commission on Friday, Morgan Stanley detailed $24.5 million worth of restricted stock to nine top executives on Thursday as part of their 2011 bonus payments.

Greg Fleming, the head of Morgan Stanley's wealth management business, and Paul Taubman, an investment banker who is co-head of institutional securities, each received restricted stock worth $3.4 million on Thursday, using the bank's closing price of $18.28. Colm Kelleher, the bank's other co-head of institutional securities, who has a background in trading, received a $2.6 million award.

Chief Financial Officer Ruth Porat received $3.2 million worth of restricted stock and her deputy, Paul Wirth, received $1.1 million in RSUs. Chief Operating Officer Jim Rosenthal received $2.9 million worth, while Chief Risk Officer Keishi Hotsuki received $1.8 million in RSUs.

Newly promoted Chief Legal Officer Eric Grossman was the only executive to receive an award under $1 million, at $975,000.

The restricted stock units, as well as other performance-based stock awards, will vest over a three-year period, according to the source, who spoke on the condition of anonymity.

In addition to those awards, Gorman will also receive a cash bonus over a period of two years. The $10.5 million total bonus comes in addition to the $800,000 salary he received for 2011 and is down from $14 million in 2010.

(AP) ? Call it a forgotten paradise, a little brush-covered canyon pushed up against the majestic "Hollywood" sign. Celebrities go there to get away. So do nearby residents, with their dogs or children in tow.

This week, everyone's been calling it a crime scene.

The seclusion ? the hustle of urban Los Angeles vanishing into Bronson Canyon's hiking and walking trails ? may have led a killer to think it was the perfect spot to cut up a victim's body. And get rid of it, quick.

A head. Feet. And hands.

Whoever it was that left the gruesome scene may be long gone now. That's one mystery, in a town that thrives on them and often rings up millions of dollars making up tales filled with gory scenes just like the one discovered Tuesday.

The other, more pressing mystery: Who do the body parts belong to?

So far, police believe the unidentified man is between 40 and 60 years old.

They also believe the body, found by a dog walker who let one of her animals off the leash, had only been there a short time. Just a few days at the most.

They note that the coyotes that roam the park in packs at night ? their howls are the only sounds people hear after dusk ? would have destroyed the remains if they had been there longer than a few days.

"If it had not been for the dog walker, we might never have found it," police Cmdr. Andrew Smith said.

As if to make Smith's point, a coyote strolled by a hillside at that moment, stopping no more than 30 feet away and turning its head curiously toward the assembled reporters as the officer continued to speak.

As 120 officers and firefighters on foot and horseback fought their way through 7 acres of brush, some searchers used ropes to rappel into a steep drainage culvert. The Los Angeles County Coroner's Office was attempting to identify the remains.

Smith said they would try to identify the man through fingerprints first and, if that doesn't work, search DNA databases and dental records.

Police are still searching for a motive, reviewing hundreds of theories provided by both detectives and local residents, Smith said.

They don't believe the head, feet and hands are connected to a torso police in Tucson, Ariz., found on Jan. 6, Smith said.

That was too long ago for the head and other parts to have survived in the condition they were found. The head was found inside a plastic bag. They also believe the victim was killed somewhere else and brought to the park.

They also don't believe a serial killer was involved.

"We have no indication there is a serial murderer running around," Smith said.

The discovery also was the first time police could recall finding a head or other body parts in Bronson Canyon Park. Griffith Park, a huge, rugged expanse on the other side of the hill, is usually the dumping place for bodies, Officer Bruce Borihahn said.

Until the remains turned up, the most serious things residents said they had to worry about were the coyotes and the smash-and-grab robbers who sometimes target hikers' cars.

"At dusk they all come out in packs," Mark Hart said as he walked his two pit bull mixes down the hill from the park. "I've seen them literally take little dogs right off the leash as people were walking them."

Renee Dake Wilson, who was walking Sweet Pea, her boxer-pit bull mix, said she was unnerved by the find, especially the fact that the head was uncovered right off the trail where she and her dog walk every day.

"I'm a little worried," she said. "It's a concern to have such an event happen in your neighborhood. But I do think it's an isolated event."

Tourists from 5 nations victims in Ethiopia attack (AP)

ADDIS ABABA, Ethiopia ? Gunmen in Ethiopia's arid north attacked a group of European tourists, killing five, wounding two and kidnapping two, an Ethiopian official said Wednesday.

Ethiopian Communications Minister Bereket Simon said the gunmen came from neighboring Eritrea and attacked the tourist group before dawn on Tuesday. Two Ethiopians were also taken hostage. Eritrea denied it was involved.

Austrian, Belgian, German, Hungarian and Italian nationals were among those in the tourist group, Bereket said.

Two Germans, two Hungarians and an Austrian were among the five killed, according to an Interpol report cited by the spokesman for Hungary's prime minister. Two Belgians were seriously hurt and two Italians escaped unharmed, the report said. Two Germans were kidnapped.

Austria's foreign ministry confirmed that an Austrian man from the province of Upper Austria was among the five dead.

Ethiopian officials could not immediately say with certainty which countries the victims were from.

Ethiopian state television reported on Tuesday that there had been eight tourists in the targeted group, but Austrian Foreign Ministry spokesman Peter Launsky-Tiefenthal said late Tuesday that two groups totaling as many as 22 people may have been attacked, though he said the numbers were not confirmed.

The tourists were visiting a volcanic region in Ethiopia's northern Afar region, which lies below sea level and is known for its intense heat and picturesque salt flats.

The tourists appeared to be traveling with Addis Ababa-based Green Land Tours and Travel, according to three people in Ethiopia's capital, all of whom asked not to be identified because the information hadn't yet been made public.

Green Land Tours and Travel offers a 15-day travel package to the Afar region, which include visits to watch salt extraction from salt lakes and a trek around a volcano that spouts lava pools.

Bereket said that "some groups trained and armed by the Eritrean government" attacked the tourists about 20 to 25 kilometers (12 to 15 miles) from the Eritrean border.

Eritrea's ambassador to the African Union, Girma Asmerom, said Ethiopia's allegations are an "absolute lie" and that the attack is an internal Ethiopian matter.

Ethiopia and Eritrea fought a border war from 1998 to 2000,claiming the lives of about 80,000 people. Tension between the neighboring East African countries rose last year when a U.N. report claimed that Eritrea was behind a plot to attack an African Union summit in Ethiopia.

Launsky-Tiefenthal said there was an Austrian Foreign Ministry travel warning in effect for the region since 2007 "because of several incidents involving attacks on tourist groups ... in some case politically motivated in others criminally motivated."

In 2007, five Europeans and 13 Ethiopians were kidnapped in Afar. Ethiopia accused Eritrea of masterminding that kidnapping, but Eritrea blamed an Ethiopian rebel group. All of those hostages were released, though some of the Ethiopians were held for more than a month.

In 2008, Ethiopia foiled a kidnapping attempt on a group of 28 French tourists in the area.

"The problem is, there is no infrastructure in the area, no telephone lines, satellite phones barely work," Launsky-Tiefenthal said, comparing the remote area to "the surface of Mars."

Power of Attorneys

Unlike Congress, presidents of both parties actively promote their executive prerogatives in court. The executive branch benefits from the approximately 10,000 attorneys at the Department of Justice who regularly participate in litigation defending the President?s actions. Although the Department of Justice generally makes principled and legally sound arguments, it should not be mistaken for an impartial third party. It is headed by presidential appointees, such as Attorney General Eric Holder, who serve at the pleasure of the President, and who understandably promote executive branch interests over those of Congress. These lawyers are some of the best and brightest legal minds in the country, and their carefully vetted legal arguments are highly valued by federal judges. This is particularly true in the U.S. Supreme Court, where the Justice Department participates in more than 75 percent of the cases each term, winning 60 to 70 percent of the time and playing an influential role in the Court?s selection of cases.

Ex-Israeli intelligence chief: Iran can build bomb (AP)

JERUSALEM ? A former Israeli military intelligence chief says Iran has all the components to build a nuclear bomb, an Israeli newspaper reported Thursday.

It was not clear whether Amos Yadlin, who retired in November 2010, was referring to the mechanical elements of a bomb or implying the Iranians have sufficient weapons-grade uranium, a critical ingredient for bombmaking.

Still, his remarks reflect the prevalent view in Israel that Iran is on the cusp of producing a bomb ? a view at odds with the American assessment that Iran won't have bombmaking capabilities for years.

"If the Iranians get together tonight and decide to secretly develop a bomb, then they have all the resources and components to do so," Yadlin told Maariv.

Israel considers Iran to be the most fearsome of its foes, citing its nuclear program, arsenal of long-range missiles and repeated references to Israel's destruction. It has been lobbying the international community for years to block Tehran from becoming a nuclear power.

Tehran claims its nuclear program is designed solely to produce energy and medical isotopes, not weapons. But a report late last year by the U.N. atomic energy agency bolstered the Israeli and U.S. contention that Iran wants to manufacture weapons.

On Wednesday, Israeli Defense Minister Ehud Barak said Iran has not started to actually make bombs because that could draw harsher international sanctions and other actions against it.

International anxieties over Iran's intentions have intensified in recent weeks over U.S. and European moves to step up sanctions against Tehran, Iranian threats to shut down a key channel for the world's oil supply if Iranian oil exports are blocked, and the assassination of the deputy director of an Iranian uranium enrichment site.

In this jittery climate, the U.S. military chief, Army Gen. Martin Dempsey, is due to arrive later Thursday in Israel on his first official visit. Israeli media analysts have speculated he will warn Israel not to launch a military assault against Iran.

Israel, which targeted an unfinished Iraqi nuclear reactor in a 1981 airstrike, has said it prefers to pressure Iran through sanctions. But Yadlin, in his interview with Maariv, reiterated Israel's longstanding position that "the military option must be on the table" as a deterrent.

President Barack Obama seemed to be making the same point when he told Time magazine in an interview extract released on Wednesday, "We don't take any options off the table in preventing (Iran) from getting a nuclear weapon."

Israeli Defense Minister Barak said Israel was "very far off" from deciding whether to launch a military strike on the Iranian nuclear program, though he didn't give a timeline for a decision.

Green Chemist: A Q&A with Departing EPA Science Advisor Paul Anastas

Paul Anastas Image: Flickr/National Academy of Sciences

Editor's Note:? Paul Anastas, the father of green chemistry, is leaving his?high-ranking post at the U.S. Environmental Protection Agency next month and returning to Yale University. During an interview with Jane Kay of Environmental Health News, Anastas, who will remain at his post for another month or so, said there has been a "growing realization across EPA" that green chemistry "can meet environmental and economic goals simultaneously." During his two years as science advisor and assistant administrator at EPA's Office of Research and Development, Anastas played a key role in many important decisions and issues, including the use of dispersants during the Gulf oil spill and the agency's long-awaited analysis of dioxin.?Marla Cone, Editor in Chief
?
Q: Why are you leaving the EPA to return to Yale University?

A: I was just describing to some folks in Washington that people always say they're leaving their positions to spend more time with their family. Sometimes it's actually true. In the confirmation hearings, I was asked why I'd leave a perfect life. I said I considered it to be an extension of my love for my family, for my children. That fact in so many ways was necessary for me to leave them for this time. We've made some important changes at the EPA. It's time for me to go home.

I have a 4-year-old and a 1-year-old. The 1-year-old was born during the Gulf oil spill. Some of the most painful time is spending time in the Gulf of Mexico?away from your wife when you have a newborn-to-be. We had a large town hall meeting in the Gulf of Mexico. Someone asked how do we know that you people in Washington care about us in the Gulf. I said I have a 6-week baby and I've been down here for the last five weeks. You can be sure I care what's happening. I've been gone half of my oldest daughter's life, and all of my youngest daughter's life.

Q: How have you instituted the principles of green chemistry at the U.S. Environmental Protection Agency?

A: The most important thing is that there's been this realization: the only reason to deeply understand a problem is to inform and empower its solutions. The EPA has a long history of understanding how toxic certain chemicals are. There's this realization now we can actually design chemicals and design manufacturing so they are less toxic and less polluting.

I can point to the work that's going on in the labs in Cincinnati developing new manufacturing processes, new synthetic methodologies and new nano materials making sure that you get the new performance without the concerns and the hazards. I can point to our work at Research Triangle Park in computational toxicology, which is informing molecular design to reduce hazards. We're doing it in our internal research, in our research grant programs to universities and in continuing the green chemistry awards that recognize accomplishments. This is part of solution orientation, how you use innovation to generate solution rather than only quantifying the problem. There is a growing realization across EPA that this approach can meet environmental and economic goals simultaneously.
?
Q: What do you think is your greatest accomplishment at the EPA?

A: My role in advancing the "Green Book" produced by the National Academies of Science. It is one of the best reports that I've ever seen from the NAS, and is something that I'm glad to be a part of. The "Green Book," or "Sustainability and the U.S. EPA," is a tremendously informative and powerful document that has received contributions from representatives of industry, academia, public health and non-governmental organizations. Its recommendations are currently being reviewed and deliberated by the agency this spring as part of the ongoing listening sessions to get people's perspectives about sustainability. The whole point is that we have 25 years of knowledge. This "Green Book" outlines the scientific, technical and analytical way to put sustainability into practice. While it is directed at the EPA, it is far more broadly applicable for people who want to put sustainability into practice.
?
Q: What still needs to be done at the EPA?

A: We need to strengthen scientific and legal foundations, expand the conversation on environmentalism to communities who have not traditionally been included and introduce innovation into consideration of all of the work that we do.

Q: What are your thoughts on the White House's decision to withdraw a tougher ozone standard?

A: The president takes into account many factors in making decisions. The timing of any actions needs to be considered as well. The science of the ozone assessment is very solid and is never in question. The standards on ozone are ones that the agency will revisit in the future in accordance with the law.

Q: EPA Administrator Lisa Jackson, in her note announcing your return to Yale credited you, among other things, with leading the EPA's response in the United States to the Fukushima power plant's radiological releases. What did you find?

A: It was an emergency operation basically letting the American people know if there was any radiation contaminating drinking water, rainfall, air or milk based on monitoring all over the country, including Guam and Hawaii. The good news is that, as expected, the levels continued to drop to below background levels. There are no lingering levels of radioactivity for people to be concerned about. The levels were elevated above background during the incident. But we concluded that the levels people were exposed to weren't causing additional risks.

Q: You also had a role in the response and investigation of the British Petroleum oil spill in the Gulf of Mexico. Can you discuss some of the controversies related to the Gulf oil spill?

A: The biggest issue was the use of dispersants. The priority was to stop oil, to collect it, to skim it, to berm it. All of that wasn't enough. We knew the imperative was to keep oil off the precious shoreline. The decision to use dispersants was made, and it was not made lightly.? Again, there is the constant task of continuance improvement. Dispersants like any other chemical can benefit from concepts of green chemistry.
?
It?s appropriate for people to ask questions and have concerns any time you are going to introduce large quantities of chemicals into the environment, which is why we put into effect extraordinary measures to monitor. That?s the reason why all of the precautions were taken -- ongoing constant testing of the toxicity to marine life and dissolved oxygen levels to make sure there wasn't any anomaly that could result in harm.? We were making sure the dispersants were doing the job of breaking down the oil into a form that could be digested by microbes. FDA had responsibility for fish quality, and the National Oceanic and Atmospheric Administration had responsibility for fisheries.

Q: Two decades after discovery of endocrine-disrupting compounds, why has the EPA still not worked out requirements for testing? What are the remaining issues and obstacles?

A: We recognize that it is important. This is one of the areas that hold a great deal of promise for the future. Computational toxicology is one of the emerging research areas that give insight to the toxicity of these types of chemicals, and it can do it at a faster rate and at a lower cost.
?
Q: What should the EPA do about emerging contaminants such as pharmaceuticals in water?

A: The important thing for anyone concerned about the environment is to understand that we're not going to make the progress we want if we consider chemical by chemical. We have to have a better understanding of the nature of the hazard at the molecular level. Once we have that understanding, we can understand chemicals in terms of families and groups and the risk on humans and the environment. One of the ways is to design them in a different way.

Q: What about the reassessment of dioxin that we have been waiting for the last 20 years?

A: The agency has publicly targeted completing that assessment in 2012.
?
More about Anastas:
?
Nominated by President Obama in 2009 to lead the EPA's research division, Anastas was the director of the Center for Green Chemistry and Green Engineering, and the inaugural Teresa and H. John Heinz III Professor in the Practice of Chemistry for the Environment at Yale University. Before that he?was the founding director of the Green Chemistry Institute at the American Chemical Society.??He began his career as a staff chemist at the EPA, where he coined the term "green chemistry" and?became director of the agency's green chemistry program.
